A Tiered Approach

The plans we develop / deliver working with consortia all build one in to the other, a tiered approach dependent on a number of factors, the most important being the ability of consortia to deliver the outcomes.

In order the tiered approach is;

1.Incentive Scheme Plan

2.Commissioning Intentions Plan

3.Commissioning Plan (Pathway Redesign)

4.Provider Plan (Pathway Redesign); this requires the formation of a completely separate legal entity. Provider opportunities absolutely need to come from commissioning a pathway. Therefore by default if you want to be providers you first need to become excellent commissioners. Without this someone else will be developing the service specification for you to bid against.

Based upon experience, this approach keeps consortia focused in the right way to become successful with GP Commissioning; start small and grow using a staged approach within which any redesigns and / or freed up resources are targeted / reinvested to;

improve equity of the services available

improve the health and wellbeing outcomes achieved by patients

embracing the principles of cost effectiveness and improving value for money, in order to ensure delivery of an overall budget efficiency

Working in this way, in this order, we ensure you drive up quality and balance that against remaining within the available resources. Improving your overall demand and the improved quality, patient outcomes and budget efficiency will give the consortia, and the PCT, freed up resources which can be re-invested in services for patients; some of these may be income generating.
