Liz Twelves

During the 20 years that Liz has worked in the NHS, she has worked nationally, regionally and locally and within both primary and secondary care. Most recently, Liz’s work has been with GP commissioners and PCTs to develop Practice Based Commissioning locally and put in practical changes with PBC and PCT teams to support the transition to clinically-led commissioning. This includes leading the implementation of PBC in Salford, now a first-wave pathfinder consortium, and most recently with three consortia in Heywood, Middleton and Rochdale PCT. As part of this work she has also led commissioning work programmes in urgent and planned care, long term conditions and intermediate care as well as leading on PBC business planning, training to support the implementation of the commissioning cycle and PCT strategic planning.

Liz’s specialist expertise lies in change management, quality improvement and primary care policy. Her early career in quality assurance of breast and cervical screening services across the North West led to an Associate Director role with the National Primary Care Development Team (NPDT) where she worked alongside Sir John Oldham supporting PCTs and practices in the National Primary Care Collaborative, focusing on improving access and chronic disease management through the use of quality improvement tools. During this time she worked alongside the Royal College of General Practices to develop and deliver quality improvement training and successfully led the first wave of a national programme to raise boy’s achievement in high schools.

Liz’s work is underpinned by a philosophy of engagement and developing others to lead. Supported by expert knowledge in strategic commissioning, change management, partnership working, public health and primary care, Liz delivers:

• Facilitation of groups/teams to address key issues

• Design and implementation of change programmes, particularly transition arrangements for consortia

• Training in all aspects of commissioning and in the practical application of quality improvement skills

• Development and implementation of governance arrangements for consortia and PCTs

• Developing skills for, and supporting, strategic planning and production of strategies

• Developing skills and systems for the use of intelligence to support commissioning, from practice to health economy levels

• Business planning
