Local Incentive Scheme
Using the Local Incentive Scheme (LIS) to invest in the work Practices are expected to deliver month on month, in being members of the consortium, is the start point for any consortium to go on and be successful. We advocate the incentive is managed by the consortium and paid to Practices monthly as a 1/12th of the total amount available. This way, if Practices do not engage and do not deliver the work required, payment is withheld.
The LIS plan needs to be a straightforward focus on what you will invest your LIS payment in, in terms of implementable work and actions to achieve the outcomes required of PBC.
So, your approach needs to be targeted around what you want to achieve as outcomes; basic steps every Practice can easily achieve, while at the same time, the steps need to be meaningful in order to effect and change outcomes, and not simply seen as a tick box exercise.

Consortia are normally very innovative in their approach and can therefore drive meaningful engagement within Practices which delivers the required outcomes; we have many examples of different approaches used by consortia working with us.
The plan is normally focused on 3 or 4 areas, for example; clinical engagement, data management, demand management and sometimes prescribing. It is also likely to include a monthly report mechanism to drive engagement.
To further explain; if you are to be successful with PBC, you need all member practices delivering the work required, not just a small number, who invariably end up being held back by those who don’t fully engage. With that in mind, clinical engagement is based around every practice appointing a PBC Clinical Lead who, along with the Practice Manager, is responsible for:
attending the PBC meetings locally
driving the process within the Practice
providing feedback when required to the PBC consortium board
completing the consortium monthly report every month
