It's all about Data Quality!
Local data will be used to derive Reference Costs that will ultimately inform PbR processes. Under PbR, counting, and accounting for, activity is increasingly important. The data that organisations collect, code and submit will determine how well Reference Costs represent the costs of patient treatment. HRG4 has extended the scope of datasets that it can process. HRG4 will process data from Admitted Patient Care, Outpatients, Accident & Emergency, Adult Critical Care, Paediatric Critical Care and Neonatal Critical Care datasets. It also addresses specialty areas that were not covered in v3.5. Providers will need to have procedures in place to ensure that all relevant data are collected and coded. The following tips aim to highlight some of the key issues and suggest appropriate actions:
1. Make sure that relevant outpatient procedures are coded.
2. Ensure that departmental data is collected and coded
3. Make sure that clinicians and coders are aware of unbundled elements of care
4. Ensure that coders are using the appropriate OPCS code set
5. Record and code secondary diagnoses
6. Ensure that patient date of birth/age is correctly recorded
7. If possible, pre-validate data before submitting it for grouping
8. Understand the HRG4 code format
9. Be aware of differences between the Local Grouper and the SUS Grouper
10. Understand how the HRG4 Grouper generates a Spell HRG
